Background
Colorado Senate Bill 23-271 primarily amended and expanded the Colorado Department of Public Health and Environment's authority to regulate and register hemp products manufacturers and safe harbor hemp products manufacturers, while establishing distinctions between hemp-derived products and regulated marijuana products in Colorado. Further, SB 23-271 created three classes of cannabinoids: non-intoxicating cannabinoids, potentially intoxicating cannabinoids, and intoxicating cannabinoids.
The bill also required the Executive Director of the Department of Revenue to submit a report to the General Assembly analyzing the feasibility of establishing a standing committee to evaluate, determine, and make recommendations regarding cannabinoids safety and intoxication profiles. To assist in developing this report, the Marijuana Enforcement Division contracted with a research team from the University of Colorado-Boulder.

Feasibility Report
The Marijuana Enforcement Division and a research team from the University of Colorado-Boulder held two public stakeholder meetings in March 2024 to solicit input about SB23-271. The agendas and recordings from the public meetings are below.
Based on the input from those meetings, the team at the CU-Boulder, MPG Consulting, and the Marijuana Enforcement Division created the SB23-271 Feasibility Report, as required by SB23-271.
