Rules Effective March 30, 2019

Dear Liquor Stakeholders,

On February 19, 2019 the State Licensing Authority adopted the attached permanent Liquor Rules (1 C.C.R. 203-2) that will become effective March 30, 2019. However, you may notice the value of labor provision under 47-322 (L) that was proposed earlier is not included in the finalized permanent rules.

This was done so that additional stakeholder engagement could be conducted. As discussions continue regarding the value of labor and associated issues, the Liquor Enforcement Division (LED) would like to remind our stakeholders that the emergency rules adopted on December 27, 2018, are still effect through April 26, 2019. This includes limiting the number of days available for suppliers to perform certain activities (47-322(L)(2)(b)(i) and (ii)) and other restrictions to the value of labor in accordance with 47-322(L) adopted under the emergency rules.
 
The emergency rules adopted on January 1, 2019 are also attached.

Prior to the expiration of the emergency rules on April 26, 2019, the LED will provide additional guidance to the industry concerning this topic.
