Meeting Document

SB 18-243 Redline Drafts 8.13.2018

The objective of the 2018 working group is to provide recommendations for rules to be effective January 1, 2019. In order to work on all of the subjects for rulemaking, Patrick Maroney suggested creating four (4) subgroups to discuss specific topics. Each subgroup would then submit their finding to the Working Group for final recommendation. The suggested subgroups are:

Regulatory Agenda & Legislative Changes Sub-Group

This subgroup will look at two subjects: (1) the regulations within the regulatory review agenda (47-1010 and 47-306) since every year each Division of the Department is required to review a percentage of their Regulations, and (2) legislative Changes - all rules that should be updated due to any law changes in 2018. (Note - If SB18-243 becomes law, it may need its own subgroup).

Deliveries

Currently, there are no applications or permits for those who deliver. LED would like to create a process.

Trade Practices

Discussions will include the value of labor and other trade practice issues concerning the upcoming law change on January 1, 2019.

Lodging & Entertainment License

LED conducted rulemaking for this license last year but decided to take a different approach, so last year's rulemaking was canceled for additional work this year.
