As directed by SB 22-205 Intoxicating Hemp And Tetrahydrocannabinol Products, the Colorado Department of Revenue’s State Licensing Authority (DOR SLA), in coordination with the Colorado Department of Agriculture (CDA) and Colorado Department of Public Health and Environment (CDPHE), is convening the SB 22-205 Task Force to collaborate on a report to the General Assembly concerning intoxicating hemp products, legislative and rulemaking recommendations, and the analysis of the effectiveness of each recommendation for the regulation of intoxicating hemp products.


Specifically, SB 22-205 requires the task force to study intoxicating hemp products and make legislative and rule recommendations.

    1) Whether synthetic cannabinoids should be permitted in Colorado;
    2) Whether semi-synthetic cannabinoids should be permitted in Colorado;
    3) How are these products defined or categorized;
    4) Which agency should be responsible for regulation and enforcement; and
    5) If there are any other considerations (such as additional regulations and standards for compliance).

Attend meetings and participate during the public comment period: All members of the public can attend Task Force meetings, may provide oral comment during the public comment period for each meeting, and may submit written comments on matters discussed and content developed by Task Force members.

Background:

The CDA, CDPHE, and DOR will consult on the appointment of Task Force members, as directed in SB 22-205. 

A list of assigned Task Force members and an agenda for each meeting will be published on the DOR’s Marijuana Enforcement Division (MED)’s website prior to each scheduled meeting, as well as available through the CDA and CDPHE websites. Further, Task Force meetings are open to the public and all interested parties can take an active role in the process by attending Task Force meetings and by submitting written comments on Task Force discussion items.
